A body didn't call like a perfect one until its not being with bounty full legs, just like footer inside the blooger's template and proper decoration of the title makes it more meaning full.
Following points are vital to change the look of Footer titles in blogger template
(1) Login to Blogger > Go To Dashboard > Edit Html > Expand Widgets
(2) Find the following code > (Click Ctrl and F for a search bar)

(3) Place blow mention codes before point (2) mention code and press enter

Here background color , Text Color can be changed to replace the just attach code (see in point (3) code, here #008285 for background and #FFFFFF for color as per the requirement codes can be changed as well font size, weight other elements of the side bar like margin, padding, line height..if you want to add border around title then you can sustain "border:1px solid black" as mention in point (3) as well if you dont like then remove the same also you can modified it by changing the name of color like solid black to solid grey etc After appling all firstly see the preview if every thing’s are ok then saves the template.
