Delhi AQI in severe category, to deteriorate in coming days

The air quality index (AQI) in Delhi has plunged into the severe category with a count of 404 in the early hours of Wednesday. Noida is even worse with the PM 10 count at 582 and PM 2.5 count of 511, much higher than Delhi.

The PM 10 count is at 435 in the severe category and is only expected to deteriorate in the coming days of the week. It will cross the 500-mark during the day and worsen in the following couple of days, going up to the 522-mark.

The PM 2.5 count is also in the very poor category at 247 and will worsen to cross the 300-mark in the coming days.

As per Safar India, AQI is forecasted to further deteriorate in Delhi to the higher end of the very poor category by Wednesday and Thursday and quite a few regions may even experience severe AQI for a shorter time period, especially during early morning. Secondary particulate formation mechanism (which rapidly multiplies particulate pollution) is forecasted not to be triggered at present.

The overall air quality has deteriorated to the higher end of the very poor category as forecasted. Surface-level winds are low and Westerly. Surface winds are likely to further slow down and surface inversion is likely to form. Under the calm wind-cold conditions, fog formation is likely in the region, Safar India said. https://southasiamonitor.org

Covid cases down 50% in past eight weeks in India; Delhi has 61% of deaths

The government has informed the Supreme Court that the average cases per day have reduced by 50 per cent since the past eight weeks, and only two states have more than 50,000 cases, contributing almost 33 per cent of the overall active cases. Delhi constitutes 62 per cent of the nationwide active cases and 61 per cent of the total deaths, the apex court was told.

The Home Ministry emphasised that the Covid situation in the country is being constantly monitored by the Prime Minister's Office.

And, on November 11, the Cabinet Secretary also reviewed the COVID-19 situation in eight states/UTs including NCT of Delhi, and emphasised on effective dissemination of ICE campaign, strict implementation of guidelines for Covid appropriate behaviour and rigor of containment measures, it said.

In this meeting, it was found that Delhi is broadly lagging on various counts for effective COVID-19 management, the Ministry said.

These shortcomings led to a massive increase in the Covid infection and the increasing strain on the capacity of medical infrastructure in the hospitals with the National Capital Territory, it said. As a consequence, the Union Home Minister was constrained to call another review meeting on November 15, where he reviewed the Covid19 situation in Delhi, it added.

The Ministry of Home Affairs, in an affidavit, said currently 10 states contribute almost 77 per cent of the active case load in the country. These are: Maharashtra (18.9 per cent), Kerala (14.7), Delhi (8.5), West Bengal (5.7), Karnataka (5.6), Uttar Pradesh (5.4), Rajasthan (5.5), Chhattisgarh (5.0), Haryana (4.7) and Andhra Pradesh (3.1).

"Our case fatality rate remains low at 1.46 per cent, when compared to a global average of 2.36 per cent. We stand at a total death count of 0.13 million," said the affidavit.

The MHA said it will continue making efforts to bring the CFR (case fatality rate) down to less than 1 per cent, and accelerate efforts in reducing the positivity rate, which stands at 6.9 per cent, and India is now testing, on an average, almost 1.1 million samples daily.

It submitted that as on November 24, a total of 15,454 dedicated Covid treatment facilities with 1,54,6983 dedicated isolation beds (including 2,67,886 101 oxygen supported beds) have been identified. Also, a total of 79,005 ICU beds (including 40,183 ventilator beds) have been earmarked in these facilities. Source: https://southasiamonitor.org/

Facial recognition software helped identify 1,100 Delhi rioters: Amit Shah

Police and security agencies have so far identified 1,100 people who were actively engaged in violence and mayhem during the three days of organised rioting in the national capital, home minister Amit Shah told Parliament today.
  • Responding to a discussion on the recent law and order situation in some parts of Delhi in Lok Sabha, Shah said more than 700 FIRs have been registered so far and a total of 2,647 people have been detained or arrested.
  • He said that more than 25 computers are analysing CCTV footage to identify perpetrators and that the police have appealed to the public for any footage they may have, and many common people have come forward with the footage they shot on their phones.
  • He noted that on the basis of the scientific analysis, more than 1100 people have been identified, and 40 teams have been formed to arrest those rioters who have been identified.
  • He said several people crossed over from Uttar Pradesh specifically to incite riots, which shows that this was a well-planned conspiracy. He said that one of the first actions on the part of the police was the sealing of the UP-Delhi border at 10 PM on 24 of February.
  • Shah said the riots spread fast because of the high population density of the affected areas, which has a mixed population. He said, the narrow lanes prevented effective timely intervention by police vehicles and rescue by ambulances. He said that on the 23 and 24 February, 30 to 40 companies of Delhi Police and CAPFs were deployed in affected areas and that more than 80 paramilitary companies are deployed even today in the affected areas, with specialised strike forces created to quickly control the riots if such a situation arises again.
  • Shah said that two SITs have been formed under senior police officers to investigate the riots and a case of conspiracy has been registered. He said that the investigation has recovered 152 arms used in the riots and about 49 cases under arms act were registered.
  • He noted that agencies are investigating hawala transactions that took place after January and three people who financed the riots have been arrested by Delhi Police, and two people affiliated to ISIS have also been nabbed for stoking communal violence.
  • Besides, he said, more than 650 peace committee meetings have taken place till date, with representation from all communities being ensured.
  • Shah said the home ministry had communicated to the Delhi High Court regarding the establishment of a Claims Commission for relief and rehabilitation of victims and informed the House that recoveries would be made from those responsible for the destruction of properties.
  • He also noted that more than 60 social media accounts had been created specifically to incite communal violence between 22 and 26 February, and that 25 cases had been registered under the IT Act for the same.
  • Shah urged the House not to refer to the victims on the basis of their religion and emphasised that every victim was an Indian. He added that 52 people had been killed and 526 injured in the riots, while 371 shops and 142 houses had been destroyed.
  • Refuting the allegation that the police was siding with rioters, Shah said that on some occasions, the police had to resort to throwing stones in order to deter the rioters while maintaining restraint. He said that more than 5,000 tear gas shells and 400 bullets had been fired by the police to control the riots.
  • Referring to the background of the riots, Shah said that after a rally at Ramlila Ground on 14 December by the Opposition, Dharna at Shaheen Bagh started on 16 December. He said, a WhatsApp group United Against Hate was created on 17 February and inflammatory speech was given by some leaders on 19 February, all these led to protests by 8-9 groups in the area and culminated into riots.
  • Shah also noted that that vested interests have incited and misled minorities and indulged in fear mongering that the CAA would take away their citizenship, which is not true. He emphasised that not a single clause in CAA takes away anyone’s citizenship.
  • He lauded the role of Delhi Police and said that the force acted with great restraint and yet with great efficiency to control the riot in 36 hours, and ensured its primary objective of not letting the riots spread in the several mixed localities of Delhi. Source: https://www.domain-b.com/

CM Kejriwal says situation in Delhi alarming, may need Army help

Delhi chief minister Arvind Kejriwal today said the situation in Delhi has become “alarming” after the toll in the communal violence over the Citizenship Amendment Act (CAA) in northeast Delhi rose to 20. Kejriwal flagged concern that the Army might have to be called in as police is “unable to control it”.
  • Kejriwal said the situation has become “alarming”, adding that he is writing to union home minister Amit Shah. “I have been in touch with large number of people whole night. Situation alarming. Police, despite all its efforts, unable to control situation and instill confidence (sic),” Kejriwal tweeted. “Army shud (should) be called in and curfew imposed in rest of affected areas immediately. Am writing to Hon’ble HM to this effect,” he added.
  • The Delhi Police late on Tuesday issued shoot-at-sight orders in four areas of northeast Delhi — Bhajanpura, Maujpur, Khureji Khas and Chand Bagh — where looting, arson and rioting of unprecedented scale were reported throughout the day even as the toll in the violence over the Citizenship Amendment Act (CAA) climbed to 24 on Wednesday.
  • The orders were issued after the union home ministry appointed SN Shrivastava, a 1985-batch IPS officer, as Special Commissioner (Law and Order), Delhi.
  • Police also cleared the Jaffrabad metro station of women anti-CAA protests camping there since Saturday, leading to counter-agitations on Sunday that triggered the violence.
  • The flare-up after Monday night with incidents of arson, looting and setting vehicles and shops on fire in several localities like Chand Bagh, Bhajanpura, Gokulpuri, Maujpur, Kardampuri and Jaffrabad also saw pitched battles between members of two groups who hurled petrol bombs and even opened fire.
  • National Security Adviser (NSA) Ajit Doval marched through the affected areas late last night and also took stock of the situation, sources said.
  • According to Guru Teg Bahadur Hospital authorities, the number of dead has risen to 20 while the number of injured has gone up to 189, although the situation at the hospital “seems to be settling”.
  • The toll from communal violence over the CAA has risen from 13 on Tuesday to 20 today (Wednesday), PTI quoted Medical Superintendent of GTB Hospital, Sunil Kumar, as saying.
  • Police struggled to check the rioters who ran amok on streets, burning and looting shops, pelting stones and thrashing people, as the communal flare-up over the CAA escalated in north-east Delhi.
  • Earlier, at least four bodies were brought to the Guru Teg Bahadur (GTB) Hospital from the Lok Nayak Jai Prakash Narayan Hospital (LNJP) Hospital, a senior official said. Later, while interacting with reporters, GTB MS said, from Tuesday midnight it is a “trickle of patients and not a gush of injured persons as was earlier”.
  • There are people with several kinds of injuries, including from gunshots, while many sustained trauma from jumping from rooftops to escape violence, he said, adding that many received head injuries, as well. “We are fully prepared with doctors, nurses, paramedics, consumables, linen and other paraphernalia and hoping that the situation won’t worsen from here,” he said.
  • Asked if the victims have been identified, Kumar said, “Many people have been identified, some are yet to be”.
  • Meanwhile, Section 144 was imposed in parts of the city and shoot-at-sight orders were in place in northeast Delhi as of Tuesday evening. Home minister Amit Shah held a three-hour meeting with top MHA officials and Delhi Police representatives to take stock of the situation.
  • At midnight, Delhi Police Special Commissioner Satish Golcha said the protesters have left the Jaffarabad metro station and added that the Maujpur Chowk was also clear. "Now, 66 Futa road is absolutely clear of all protests," he said. Earlier, there were reports of stone pelting in Laxmi Nagar, however, the mob dispersed shortly later.
  • Home minister Amit Shah cancelled his planned trip to Kerala and held a three-hour meeting with Delhi Police and home ministry officials. Newly appointed Special Commissioner of Police SN Srivastava was also present. The meeting lasted for three hours and according to sources, heads are expected to roll over Delhi violence. Shah has held three meetings over the past 24 hours.
  • National Security Advisor (NSA) Ajit Doval took stock of the situation in the national capital. Doval held a meeting with Delhi Police officials and chaired a meeting at DCP north-east office. CSource: https://www.domain-b.com/

Delhi a wakeup call for world on air pollution: UNICEF

View of West of Delhi
View of West of Delhi and air pollution

UNITED NATIONS: The “record-high” air pollution in New Delhi is a “wake-up call” for the world that unless decisive actions are taken to reduce air pollution, the smog in India’s capital and its adverse impact on the daily lives of its citizens will become a commonplace phenomenon, the United Nations children’s agency has said.

“With every breath, children in Delhi are suffering. Delhi is a wake up call to the world on air pollution. It is a wake up call to all countries and cities where air pollution levels have resulted in death and illness amongst children.

“It is a wake up a call that very clearly tells us: unless decisive actions are taken to reduce air pollution, the events we are witnessing in Delhi over the past week are likely to be increasingly common,” UNICEF said in a statement.

Air pollution level hit record high in New Delhi in the past week following Diwali celebration.

The capital’s smog, said to be its worst in 17 years, lead to the closure of the city›s over 5,000 schools to minimise the risk for children to be exposed to the polluted air and resulted in an estimated 4.41 million children missing three days of school, the United Nations Children’s Fund said.

According to estimates, air pollution levels hit 999 micrograms of particulate matter per cubic meter in some areas of the national capital, more than 15-16 times the limit considered safe.

The agency underscored that the alarming level of air pollution, which is major contributing factor to some of the most deadly diseases children face, is not just a challenge in Delhi but for many cities around the world.

Sounding an alarming note, the agency said almost a million children under-5 die from pneumonia per year – and about half of those cases are directly linked with air pollution.

“Air pollution levels in other Indian cities, such as Varanasi and Lucknow, have been equally extreme in recent days. And over the past year, air pollution levels in London, Beijing, Mexico City, Los Angeles and Manila have exceeded international guidelines – in some cases by considerable margin,” it said.

UNICEF had said in a recent analysis that globally 300 million children live in areas with the most toxic levels of outdoor air pollution – exceeding six times international guidelines.

It emphasised that nations need stronger measures to cut back on the sources of air pollution, which cannot be contained within borders and spreads across regions.

“Air pollution moves across borders, both national ones as well as subnational ones, and so we will need coherent government policies to address these transboundary risks,” it said.

UNICEF said providing children with access to good quality healthcare is a major part of protecting them from air pollution and treatment and prevention programmes for pneumonia, as well as other respiratory conditions, can significantly reduce the chance a child falls sick or dies.

“At a global scale, we need better monitoring of air pollution. When a child, a mother, a father or caregiver know how bad the air is on a real-time basis, they can begin to take actions to reduce exposure,” it said, adding that pregnant mothers, and others who are at especially high risk, should do their best to avoid areas where air pollution is at its highest. Source: http://www.navhindtimes.in/

Smart taxis will soon make travel cheape

DEL.jpg
The city government is planning to introduce “smart comfort taxis” in the national capital that would not only be “eco-friendly” but also a cheaper alternative to autorickshaws. It is also actively considering a proposal of introducing a common mobility card which would work in all modes of public transport.  Delhi tourism and transport minister Gopal Rai said the government was working on providing an alternative to autorickshaws which is not only eco-friendly but also likely to be cheaper to avoid “burning a hole” in people’s pockets. “The idea is being considered to address the problem of last mile connectivity in Delhi,” he said.  Mr Rai was addressing the gathering at the “Smart Transportation Infra Summit 2015” organised by the PHD Chamber of Commerce and Industry (PHDCCI). “Despite Metro being a saviour and efforts being made to make public bus transport system smooth, the major hurdle is the lack of last mile connectivity which forces Delhi residents to ply their private vehicles on road.”  The minister said that a proposal of introducing a common mobility card is also being actively considered. “The DTC is in the process of introducing 2,000 buses, including 1,380 low far buses, 500 midi buses and 300 luxury buses which will be dedicated for travel between Delhi and NCR.” He noted that about 10,000 buses would be introduced in the Public Private Partnership mode, which would have all kinds of categories including standard general buses, middle fare and high fare buses. Claiming that the Delhi Transport department has found during a review that the work in public transport sector in the national capital has been in a deadlock post Commonwealth Games in 2010, Mr Rai said that the AAP government is working towards making Delhi “congestion and pollution free.” “E-rickshaws which faced few hurdles initially will be launched on a bigger scale now. We have already announced a subsidy of Rs 15,000 to each e-rickshaw holder,” he said. The minister said that the government will soon be organising a one-day conference where various stakeholders will be invited to discuss best practices adopted across the world and in India to enhance the public transport system. “A task force will be developed after the conference which will work towards improving the public transport system in Delhi,” he said. India and China strategic partners and good friends: China PM Li

New Delhi: India and China were "strategic partners and good friends" that could speak to each other with candour, Chinese Premier Li Keqiang said today while stressing on discussions between the two on the border issue and river waters. Addressing the media alongside Prime Minister Manmohan Singh, the visiting premier said the two countries had worked to "maintain tranquillity and peace in the border areas". Describing the border question as one "left over by history", he said both sides believed that "we need to improve border mechanisms... make them more efficient" as well as "appropriately manage and resolve our differences". Discussing the issue of river waters, he said China had in recent years shared "hydrologial
information" with India. Li, who arrived in India Sunday, said the important outcome of his visit was that the two leaders had reached "strategic consensus". China and India, he said in his statement to the media, had a "combined population that exceed one third of humanity". Their "amicable relationship", he said, was the new engine for the world economy. "Since we are strategic partners and good friends, we can speak with candour," he said, adding that they did not deny there were problems. Source: News-BulletLi Keqiang reaches out with ‘handshake across the Himalayas’: Offering a handshake across the Himalayas, Chinese premier Li Keqiang on Tuesday reminded his Indian audience that “a distant relative may not be useful as a neighbour.” While Li could be referring to the growing India-US ties while reciting the old Chinese saying, the premier also talked about what all Indians love to hear — the promise of a balanced trade, sorting all issues, including the boundary question.“A few clouds in the sky cannot shut out brilliant sun rays, that is our friendship,” he asserted at a
lecture on India-China ties. Stressing on shaking hands from across the Himalayas, he said it will give a bird’s eye view of bilateral and world affairs. Recalling his earlier trip to India in 1986, the Chinese premier said: “In these 27 years, I haven’t had the opportunity to use this (Namaste word)”, which he used to began his speech. “Twenty seven years ago, I visited India and I was deeply impressed by India’s vast territory, time-honoured civilisation as well as hard-working and talented people,” he said, adding the fond memories were still fresh in his mind. Li promised to address India’s concern on trade, cross- border rivers and emphasised that both countries had the wisdom to resolve outstanding issues. Chinese premier woos businessmen: On his first visit to Mumbai, Li Keqiang had two things on mind — working together to create miracles and increasing the bilateral trade between the world’s two most populated nations. Addressing a gathering of about 250 Indian businessmen at Mumbai’s Taj Mahal Hotel, Keqiang said the purpose of his visit was to establish newer ties between the two nations. “China and India are developing economies and could be important partners… The issue of trade and investment between the two nations needs to grow fast and expanded further,” he said. Keqiang talked about his meeting with the Tata Sons chairman Cyrus Mistry and IT services solutions provided by the company to many banks in China. He also sent out invitations to the Indian business community. “Just as India’s IT solution which has competitive edge, other sectors too have great space for the same in China,” he said. Source: Hindustan TimesIndia an important neighbour: Li New Delhi: India is an "important neighbour", Chinese Premier Li Keqiang said today while stressing that the main aim of his visit
was to increase areas of mutual interest and intensify cooperation. "India is China's important neighbour. (The purpose of) my current visit to India is three-fold -- to increase mutual interest, intensify cooperation and to face the future," Li said outside Rashtrapati Bhavan in the presence of Prime Minister Manmohan Singh. "Combined population of India and China account for a third of humanity. Development and prosperity
of the world cannot happen without simultaneous development of India and China," the Chinese premier added. He hoped that during this visit "both sides increase mutual strategic trust". Li added that his talks with Prime Minister Manmohan Singh Sunday night were "productive". "Today's talks will be more bountiful. Can guarantee you when Prime Minister Manmohan Singh comes to China, there will be banner headlines welcoming him," he said with a smile. The Chinese leader arrived in India Sunday on his first overseas tour since he took office in March. On Monday, both sides are to hold formal talks. Li is heading an 80-member delegation that includes Foreign Minister Wang Yi. On Tuesday, he will go to Mumbai, from where he will go to Pakistan, Switzerland and Germany. This is Li’s maiden foreign tour after he was elected the premier of the State Council, or China’s cabinet, ealier in March. "The two countries have the will, wisdom and capability to jointly nurture new bright spots in cooperation among Asian countries, create new engine of the world economy, provide huge growth potential and market demand for Asia and the world, and push forward China-India strategic cooperative partnership for peace and prosperity," Li said at a smaller meeting with his Indian counterpart Manmohan Singh. "I want this visit to show the whole world that the mutual political trust between China and India is rising, practical cooperation is expanding and there are more common interests than differences," said Li. He hailed the progress made in the bilateral relations in recent years, adding that the leaders of both countries have agreed to raise the ties to a new high. "China and India are important neighbors and two most populous emerging economies. Our relations are of strategic significance," said Li. Air India pilots snooze as attendants turn off autopilot

Two Air India pilots were caught napping in business class while flight attendants in the cockpit accidentally turned off the auto-pilot, a lapse that led to the crew being suspended, news reports and officials said Saturday.
The alleged incident happened at 33,000 feet on an April 12 flight from Bangkok to New Delhi, the Mumbai Mirror reported. The pilots were rattled out of their 40-minute nap and rushed to the cockpit to save the plane from a disaster that could have claimed the lives of 166 people onboard, the report said. According to the report, co-pilot Ravindra Nath was the first to take a break, saying he needed to use the washroom 30 minutes into the flight. Minutes later, Captain BK Soni called another flight attendant into the cockpit and showed the two stewardesses how to operate the controls. He put the plane on auto-pilot and left to join his co-pilot for the nap in business class, the report said. Air India spokesman G Prasada Rao said Captain BK Soni and the two stewardesses had been suspended. He denied the report that the pilots had allowed the two attendants to operate the aircraft. "It is a serious matter. We are investigating the incident," he told dpa. The airline stressed that at "no point in time was the cockpit left unattended by the cockpit crew". India is bursting with dreams and fearless ideas: Rahul Gandhi

New Delhi, Apr. 4 (ANI): Asserting that the nation is bursting with dreams and fearless ideas, Congress vice president Rahul Gandhi on Thursday said that the spirit of the people of India is energetic and optimistic. "Optimism for me is just like India, it is bursting with dreams and fearless ideas, brave ideas. Millions and millions of youngsters struggling every day with optimism," he said, while addressing the annual general meeting of industry body Confederation of Indian Industry (CII) here. Gandhi, who spelt out his vision for economic growth of the country, said India is home to the topest pool of human capital the world has ever known and probably will ever know. "And it is this movement of people, this tremendous movement of people and ideas that is going to define this country in the 21st century. It is this energy that is producing your best managers. It's driving the stock market and it's the energy providing labour for all your factories. It drives the consumption upon which your businesses are built," he added. Asserting that democracy and technology have triggered a non-reversible chain reaction in India, Gandhi said: "This reaction is now unstoppable. Nobody can stop that. We have to channel this reaction." The 42-year-old Congress leader said India is now sitting on an unstoppable tide of human aspiration. "The tide is so great that it is going to move forward regardless of what we do. But for this massive movement of people and ideas to be truly transformational, we need to nurture it. We need to make it harmonious. We need to make it happen smoothly," he said, while emphasizing that there is a need to use the energy generated by the movement of people and ideas. Gandhi told the business leaders that it is the responsibility of all to provide India with a physical infrastructure to enable the unprecedented movement of people and ideas. "The first thing that we need to do is to accelerate this movement. It is our duty to provide India with a physical infrastructure to enable the unprecedented movement of people and ideas. This infrastructure needs to connect India. It needs to connect Indian villages. It needs to connect Indian cities and it needs to connect India to the rest of the world," said Gandhi. "We have to provide the roads on which our dreams are paved. And these roads can't have potholes, they can't break down in six months. They have to be big roads because they are going to carry strong people, they are going to carry strong forces," he added. Inaugurating the CII meeting here on Wednesday, Prime Minister Dr. Manmohan Singh said that he is confident of achieving eight percent economic growth despite a disappointing performance over the last couple of years. He urged captains of the Indian industry to correct the investment environment and reflect more carefully on their social responsibilities. " Five percent growth is clearly disappointing, but added that the current economic downturn is temporary," he said. Emphasizing on the need to restore macro-economic balance in the country, Dr. Singh expressed confidence that India would achieve the fiscal consolidation target. Dr. Singh also stressed upon the need to tackle weak export performances and the high current account deficit. The theme for this year's deliberation is "India Tomorrow: Imperatives of Growth, Security and Governance". (ANI), Source: News Track India

Sonia completes 15years as Congress chief

New Delhi: Sonia Gandhi completes 15 consecutive years as Congress chief on Thursday, marking the longest run in the 128-year-old party and pulling past Indira Gandhi, Rajiv Gandhi and Jawaharlal Nehru. In May 1991, a few days after Rajiv's assassination, Sonia had summoned personal aide Vincent George to send away party supporters who used to gather outside 10 Janpath every day raising the slogan Sonia lao, desh bachao (Bring Sonia, save country). Eighteen hours after Rajiv's death, the Congress Working Committee (CWC), the party's apex decision-making body, met at headquarters 24 Akbar Road. Sitting cross-legged on white sheets and reclining on masnads (pillows), 12 members, two permanent and four special invitees had left the place meant for the leader vacant as a mark of respect for Rajiv. At the end of the meeting, over a dozen of the senior leaders requested Rajiv's widow to take over as Congress president. They included PV Narasimha Rao, K Karunakaran, Arjun Singh, Ghulam Nabi Azad, Balram Jakhar, Meira Kumar, Jagannath Pahadia, Rajendra Kumari Bajpai, HKL Bhagat, Buta Singh, Ram Chandra Vikal, Sitaram Kesri, Sharad Pawar, Janardhan Reddy, Pranab Mukherjee, Jitendra Prasada, ML Fotedar
and P Shiv Shankar. Arjun proposed Sonia's name and the others seconded. Several years later, Pawar claimed he had raised a mild objection — a contention challenged by almost all those who had attended the meeting. Asked to spell out his objection, Pawar said he wanted to know if Sonia had been consulted about the responsibility. The leaders present at the meeting disregarded the fact that Sonia was not even a "chaar anna" member of the Congress. An annual fee of chaar anna — four annas or 25 paise — was a prerequisite for membership. Mahatma Gandhi, credited with giving the Congress a mass base during the freedom struggle, had envisaged the chaar anna concept. While the CWC made the offer, no thought was given to Sonia's complete unfamiliarity with the methods and
machinations of India's political system. The CWC decision was communicated to Sonia by a group of leaders that included Azad and Mukherjee. The meeting between them and Sonia lasted less than 10 minutes. Sonia did not say anything but she was reportedly taken aback by the timing of the request. A day later, she issued a brief statement refusing to accept the post. The note read: "The tragedy that has befallen me and my children do not make it possible for me to accept the presidentship of the Congress." Family friends of the time insist Sonia and her children had not even considered the idea. "It was deemed insensitive on part of the CWC to have made such a gesture when Rajiv's funeral had not taken place," one of them said, confirming there was no discussion even among close friends about the CWC offer. Mukherjee broke the news of Sonia's selection to a hostile media. "She is the only person who will be able to provide leadership at this crucial juncture and, under her leadership, the future of the Congress is bright," he said, summing up the CWC's deliberations. The former finance minister had an answer for everything. "How has the Congress accepted a leader who, until 1983, was not even an Indian citizen?" he was asked. HeCongress president Sonia Gandhi
replied: "She is an Indian housewife and has been exercising her franchise in the New Delhi constituency." Asked if she would be projected as the next prime minister, Mukherjee said: "We will cross that bridge when we reach it." "Had Sonia been consulted? Would she accept the job?" was another question. "She will accept," Mukherjee said stoutly. He claimed she had been consulted informally, something disputed by Sonia's aides. Mukherjee later admitted he was misinformed. The family faithful were just not prepared to accept Sonia's refusal. The outgoing Congress Parliamentary Party (CPP) quickly endorsed the CWC's decision. In other words, if Sonia had accepted the offer, she would have been the party's candidate for prime minister after the elections in 1991. Eight years later, Sonia became party president, forced to take charge after a series of defeats, factionalism and ideological shifts. Sonia's own version is that the decision was guided by her sense of responsibility. "I have photographs of my husband and my mother-in-law in my office," she said in an interview in 2004. "And each time I walked past those photographs, I felt that I wasn't responding to my duty, the duty to this family and to the country. I felt I was being cowardly to just sit and watch things deteriorate in the Congress for which my mother-in-law and the whole family lived and died. So, at that point, I took the decision." - The Telegraph, Calcutta, Source: News-Bullet

she said, and went on to croon 'Take It Back', 'Say Goodbye', 'Out On The Road' and the title track from her album 'Little Broken Hearts'. Defence Ministry gets 14 pc hike in budget

Defence minister AK AntonyNew Delhi: In the midst of a major modernisation drive,  Defence Ministry on Thursday got a 14 per cent hike in its budget as finance minister P Chidambaram gave it Rs 2,03,672 crore for 2013-14 with a promise to provide any additional fund required for national security. Thursday's allocation is up by Rs 25,169 crore from last year's revisited estimate of Rs 1,78,503 crore. The budget estimate was Rs 1,93,407 crore but Rs 14,904 crore was slashed by the Finance Ministry owing to the strain on the economy. "I propose to increase the allocation for defence to Rs 2,03,672 crore. This will include Rs 86,741 crore for capital expenditure," Chidambaram said. "The defence minister has been most understanding and I assure him and the House that constraints will not come in way of providing any additional requirement for the security of the nation," he said. The Defence Ministry is in a major modernisation process with several acquisitions in the pipeline besides upgradation of infrastructure in the northeast along with China border. Among the major acquisitions in the offing are the 126 multirole combat aircraft, 22 Apache attack choppers and 15 heavy-lift choppers. The capital expenditure was hiked from Rs 69,579 crore last year to Rs 86,741 crore. Defence minister AK Antony was satisfied with the allocation. "Factoring the current economic scenario, he (Chidambaram) has been fair to the defence sector also by increasing the budget and giving an assurance that should there be any urgent need in future the same would be provided," Antony told reporters. Source: News-Bullet
